Luis Chang - Minister of Energy and Mines (2016-2020)
The highest authority of the Ministry of Energy and Mine, Mr. Chang is an Electrical Engineer graduated from the University of San Carlos de Guatemala (USAC) in 2008
He has been Minister of Energy and Mines since March 2016, he highlights his work as Vice Minister of the Energy Area, from January to March 2016 and Head of the Mining Energy Planning Unit from 2014 to 2016.
Engineer Luis Alfonso Chang has a Diploma in Efficiency Energy in Thermal Systems by the Galileo University in 2011, pending of the Master's Degree in Business Administration by the High School International, endorsed by New York University and a Diploma in Management Hydroelectric Projects by the College of Engineers of Guatemala endorsed by the USAC in 2013.
Mr. Chang has extensive experience in regulation and electricity laws and regulations, as well as, commercial and operational management of the wholesale market as a Professional as Analyst of the electricity market from 2012 to 2014.
Experience in the coordination of the Energy Efficiency Unit of the National Electric Energy Commission (CNEE) from 2009 to 2012, executing nine energy efficiency pilot projects, training, workshops and the analysis of the regulations for the proposal of the National Law of Energy efficiency.
He also highlights his work as Head of the Quality Department of Product and Service from 2006 to 2009. Evaluating and controlling the quality of energy that the distributors and transporters of the country provide within their services, based on the technical standards of the sector (NTSD, NTCSTS, NTDOID and NTDOST).
